The new rules represent the country&#8217;s first direct enforcement measures targeting retail crypto investors as authorities continue rolling out a pilot regulatory regime for digital assets.<\/p>\n\n\n\n<h3 id=\"h-new-rules-target-unlicensed-trading\" class=\"wp-block-heading\">New Rules Target Unlicensed Trading<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Under Decree 284\/2026, domestic investors who buy or sell crypto assets through service providers that have not received authorization from the Ministry of Finance will face fines ranging from 30 million to 50 million Vietnamese dong, or approximately $1,140 to $1,900. The regulation will take effect on September 1 as part of Vietnam&#8217;s five year pilot digital asset market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Authorities also introduced steeper penalties for investors who trade crypto assets designated exclusively for foreign investors. Those violations can result in fines between 70 million and 100 million dong, equivalent to roughly $2,660 to $3,800.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government said the measures are designed to strengthen oversight of the country&#8217;s rapidly expanding cryptocurrency sector while directing trading activity toward licensed platforms operating under official supervision.<\/p>\n\n\n\n<h3 id=\"h-broader-enforcement-measures\" class=\"wp-block-heading\">Broader Enforcement Measures<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The decree extends beyond retail investors and places new compliance obligations on crypto businesses operating in Vietnam. Key provisions include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Crypto service providers that fail to verify customer identities may face fines of 50 million to 70 million dong.<\/li>\n\n\n\n<li>Companies offering crypto services or promoting digital asset products without a license can be fined between 180 million and 200 million dong.<\/li>\n\n\n\n<li>Crypto issuers that violate offering requirements, fail to publish required disclosures, or sell assets to ineligible investors may also face penalties of up to 200 million dong.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The framework forms part of Vietnam&#8217;s broader effort to establish a regulated digital asset ecosystem while reducing risks associated with fraud, money laundering, and investor protection.
