Russia has taken a major step toward integrating cryptocurrency into its financial system after President Vladimir Putin signed a comprehensive law establishing a regulated framework for digital asset trading. The legislation creates a legal structure for cryptocurrency ownership, licensed trading platforms, and cross-border settlements while maintaining the country’s long-standing ban on using crypto as payment for goods and services within Russia.<\/p>\n\n\n\n
The new law is scheduled to take effect on September 1, 2026. It introduces a transition period that gives market participants until July 1, 2027, to obtain licenses and comply with the new regulatory standards.<\/p>\n\n\n\n
Under the legislation, both retail and qualified investors will be able to buy and sell cryptocurrencies through licensed intermediaries. Retail investors must first pass a knowledge test and will face an annual purchase limit of 300,000 rubles through a single intermediary. Qualified investors must also complete the required assessment but will not face investment limits.<\/p>\n\n\n\n
The regulatory framework establishes several new categories of licensed market participants, including crypto exchanges and digital depositories. These institutions will operate under oversight from the Bank of Russia, creating an organized marketplace for cryptocurrency transactions and custody.<\/p>\n\n\n\n
The law also recognizes cryptocurrencies as property, providing greater legal clarity for ownership and asset protection.<\/p>\n\n\n\n
Although domestic crypto payments remain prohibited, the legislation allows exporters and importers to use cryptocurrencies for international transactions without quantitative limits. Businesses will be able to conduct cross-border settlements either directly or through approved intermediaries, reflecting Russia’s continued effort to expand alternative payment channels for international trade.<\/p>\n\n\n\n
In addition, Russian residents will be required to report cryptocurrency holdings maintained abroad to tax authorities. Stablecoins issued outside Russia will also fall under the new regulatory framework.<\/p>\n\n\n\n
The Bank of Russia has already begun drafting the secondary regulations needed to launch the new market, including licensing requirements for exchanges and digital depositories.
