Thailand has adopted new Travel Rule requirements for digital asset transfers, strengthening oversight of cryptocurrency transactions and bringing the country’s framework closer to international anti-money-laundering standards.<\/p>\n\n\n\n
The Securities and Exchange Commission issued the rules on Wednesday, September 2. The requirements will apply to digital asset business operators and take effect on February 27, 2027. The framework aims to improve transaction monitoring and reduce the use of crypto services for money laundering and technology-related crime.<\/p>\n\n\n\n
A key feature of the rules is oversight of transfers involving self-hosted wallets. Digital asset operators must verify ownership of, or control over, a self-hosted wallet when customers send assets to or receive assets from such wallets.<\/p>\n\n\n\n
Operators must also collect information about customers and transaction counterparties. They must verify counterparties and assess the digital asset businesses or service providers involved in a transfer.<\/p>\n\n\n\n
The rules require operators to retain transaction-related information for at least five years. During the first two years, the records must remain immediately accessible to regulators.<\/p>\n\n\n\n
The framework also requires information about the sender and beneficiary to accompany transfers between digital asset operators. Where intermediaries participate in a transaction, operators must verify those intermediaries and take additional measures to maintain visibility across the transfer route.<\/p>\n\n\n\n
The SEC developed the framework in cooperation with Thailand’s Anti-Money Laundering Office. Regulators consulted market participants earlier this year before finalizing the requirements.<\/p>\n\n\n\n
The SEC said the rules will strengthen the ability to trace digital assets and help prevent money laundering, terrorist financing and technology-related crimes. The agency also expects the measures to improve confidence in Thailand’s digital asset market and support greater connections with international markets.<\/p>\n\n\n\n
The delayed effective date gives crypto businesses time to build systems for information collection, transmission, wallet verification and transaction monitoring.
