Senate Democrats have delivered a counteroffer to Republicans on the CLARITY Act, adding another twist to negotiations over a landmark U.S. cryptocurrency market structure bill. The proposal arrived hours before a crucial Senate procedural vote scheduled for September 15.<\/p>\n\n\n\n
The Senate needs 60 votes to advance the legislation, meaning Republicans will need support from at least seven Democratic senators. The outcome could determine whether Congress moves closer to establishing a broad regulatory framework for digital assets.<\/p>\n\n\n\n
Republicans released a revised 635-page bill over the weekend and described it as their final offer. The draft includes 126 substantive changes that Republican negotiators say Democrats requested during more than a year of negotiations.<\/p>\n\n\n\n
However, Democratic lawmakers remain dissatisfied with parts of the ethics provisions. Their counteroffer seeks further changes before they commit to supporting the procedural motion.<\/p>\n\n\n\n
The revised bill would strengthen restrictions on cryptocurrency activities involving public officials and expand enforcement powers for state attorneys general. President Donald Trump has also agreed to key ethics restrictions designed to address concerns about conflicts involving officials and their crypto interests.<\/p>\n\n\n\n
Stablecoin regulation also continues to divide lawmakers and financial institutions. Banking groups argue that certain stablecoin rewards could encourage consumers to move deposits away from traditional banks.<\/p>\n\n\n\n
The bill includes provisions that would give the Treasury secretary authority to respond if stablecoins cause significant deposit outflows from community banks. However, banking representatives continue to seek tighter restrictions.<\/p>\n\n\n\n
The CLARITY Act would establish clearer rules for digital assets and define responsibilities between federal regulators. The crypto industry views the legislation as an important step toward reducing regulatory uncertainty in the United States.<\/p>\n\n\n\n
With the procedural vote approaching, negotiations remain fluid.
