Parliament approved the amendments on September 9, giving the National Revenue Agency broader access to information collected by crypto-asset service providers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The changes implement EU rules designed to improve tax transparency and strengthen cooperation between national tax authorities. They also align Bulgaria with the broader DAC8 framework, which began applying across the EU on January 1, 2026.<\/p>\n\n\n\n<h3 id=\"h-new-reporting-requirements\" class=\"wp-block-heading\">New Reporting Requirements<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Under the legislation, crypto-asset companies registered and licensed in Bulgaria must provide user identification information to the National Revenue Agency. The required data includes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>User name and address<\/li>\n\n\n\n<li>Date and place of birth<\/li>\n\n\n\n<li>Tax residence jurisdiction<\/li>\n\n\n\n<li>Tax identification number<\/li>\n\n\n\n<li>Types of crypto-assets involved in transactions<\/li>\n\n\n\n<li>Information on transfers and exchanges<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The rules also support the exchange of relevant information between Bulgaria, other EU member states and participating partner jurisdictions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The EU&#8217;s DAC8 framework requires reporting crypto-asset service providers to collect information on reportable transactions involving EU-resident users. Authorities will use the information for automatic exchanges aimed at improving tax compliance and addressing tax evasion.<\/p>\n\n\n\n<h3 id=\"h-crypto-platforms-face-greater-transparency\" class=\"wp-block-heading\">Crypto Platforms Face Greater Transparency<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Bulgarian legislation arrives as the country&#8217;s crypto industry faces wider regulatory changes under the Markets in Crypto-Assets framework. Bulgaria&#8217;s financial regulator has already moved toward licensing crypto-asset service providers under the EU&#8217;s MiCA regime.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new tax reporting rules add another layer of compliance for exchanges and other service providers. Platforms must now prepare systems that can identify customers, track reportable transactions and transmit the required information to tax authorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For crypto users, the changes do not create a new tax by themselves.
