A U.S. bill aimed at putting the federal government’s Strategic Bitcoin Reserve into law cleared a key congressional hurdle this week, signaling continued momentum for cryptocurrency legislation despite a separate regulatory measure stalling in the Senate.<\/p>\n\n\n\n
The House Financial Services Committee voted 28-21 on Sept. 16 to advance the American Reserve Modernization Act of 2026, or H.R. 8957. The measure would establish a Strategic Bitcoin Reserve within the Treasury Department and create a separate Digital Asset Stockpile for other federally held digital assets.<\/p>\n\n\n\n
The vote marked the first time a Strategic Bitcoin Reserve proposal cleared a full House committee.<\/p>\n\n\n\n
The legislation would centralize federal Bitcoin holdings under Treasury custody and establish rules for managing assets obtained through criminal or civil forfeiture.<\/p>\n\n\n\n
Under the committee-approved version, Bitcoin placed in the reserve would face a minimum 20-year holding period. The bill would also require annual proof-of-reserve reporting covering government holdings, transactions and control of private keys.<\/p>\n\n\n\n
Treasury and the Commerce Department would have 180 days after enactment to study budget-neutral ways to acquire additional Bitcoin. The proposal does not mandate a fixed annual purchase program or authorize new borrowing, taxes or deficit spending to fund purchases.<\/p>\n\n\n\n
The legislation would therefore create a statutory framework around a reserve policy that currently rests on executive action.<\/p>\n\n\n\n
The committee vote does not make the reserve law. H.R. 8957 must still receive consideration by the full House before moving to the Senate. Both chambers would need to approve the legislation before it could reach the president.<\/p>\n\n\n\n
The vote also came shortly after the Senate failed to advance the broader CLARITY Act in a 49-50 procedural vote. That measure sought to establish a wider regulatory framework for digital assets.<\/p>\n\n\n\n
