Anthropic Wins Major Court Battle Against Pentagon Supply-Chain Blacklist

A U.S. federal judge has ruled that the Trump administration unlawfully targeted artificial intelligence company Anthropic after the firm refused to allow unrestricted military use of its Claude AI models. The decision delivers a major legal victory for Anthropic and raises broader questions about government power over technology companies.

Judge Rita F. Lin of the U.S. District Court in California ruled Thursday that the Pentagon’s designation of Anthropic as a national-security supply-chain risk violated the company’s constitutional rights. She described the government’s actions as “illegal and baseless” and found that officials retaliated against Anthropic for publicly challenging the Pentagon’s position on AI use.

The dispute centers on AI safety

The conflict escalated in February after Anthropic resisted Pentagon demands for broad authorization to use Claude for military purposes. The company sought safeguards against applications involving fully autonomous weapons and mass surveillance of Americans.

The Pentagon subsequently designated Anthropic a supply-chain risk, a label that can carry significant consequences for a company seeking federal contracts. President Donald Trump also directed federal agencies to stop using Anthropic’s technology.

Lin found that the government lacked a sufficient legal and factual basis for imposing such sweeping restrictions. She also concluded that the actions violated Anthropic’s First Amendment protections and raised due-process concerns.

Business and AI industry implications

The ruling could have significant implications for the rapidly expanding market for government AI contracts. Anthropic has positioned Claude as a major enterprise AI platform, while government agencies increasingly seek access to advanced models for national-security applications.

The decision also highlights a growing divide between AI developers and defense officials over how powerful models should be deployed. Anthropic has maintained that responsible safeguards can coexist with national-security cooperation.

The administration is expected to challenge the ruling. A separate legal dispute involving Anthropic and the Pentagon also remains pending in Washington, leaving the broader conflict unresolved.

For the AI industry, however, Lin’s decision establishes an important legal boundary: national-security concerns do not automatically give the government authority to punish a technology company for opposing specific uses of its products.
