Kazakhstan’s Regulated Crypto Market Surges Past $10 Billion as Digital Asset Activity Expands

Kazakhstan’s regulated digital asset market surpassed $10 billion in transaction volume in 2025, marking a sharp expansion in crypto activity as the country builds a broader framework for licensed trading and financial innovation. Data from the Astana Financial Services Authority shows that regulated digital asset service providers generated $10.58 billion in transactions during the year.

The figure highlights Kazakhstan’s growing role as a regional crypto hub. The market also attracted about 215,000 clients, while 29 digital asset service providers operated across the full regulatory regime and the FinTech Lab.

Regulation drives market expansion

The growth comes as Kazakhstan moves toward a more comprehensive legal structure for digital assets. A national framework that took effect in May 2026 established rules covering crypto assets, stablecoins, tokenized real-world assets and digital versions of traditional financial instruments.

The framework also introduced licensing requirements for crypto exchanges and registration requirements for digital asset trading and digital financial asset platforms.

Key developments include:

  • A licensing system for unsecured digital asset exchange operators
  • Regulatory treatment for stablecoins and tokenized assets
  • Stronger capital, risk-management and anti-money-laundering requirements
  • Greater integration between digital asset platforms and the banking system

The Astana International Financial Centre remains a major part of the ecosystem. Its regulator has described the jurisdiction as one of the more advanced markets for implementing international standards for crypto and digital assets.

New incentives target wider adoption

Kazakhstan is now moving beyond regulation toward broader adoption. In July, President Kassym-Jomart Tokayev signed a decree aimed at accelerating development of the digital asset industry.

The initiative includes plans to support stablecoin and digital asset use in cross-border settlements. It also encourages investors to move assets from foreign, unregulated platforms to licensed domestic providers.

Furthermore, Kazakhstan is developing infrastructure for tokenized financial products. The Kazakhstan Stock Exchange has joined the regulated digital asset infrastructure as a registered platform operator.

The market’s expansion suggests that Kazakhstan is positioning regulation as a foundation for growth rather than a barrier to crypto adoption. However, the country still faces the challenge of bringing activity outside regulated channels into the formal financial system.
