Japan Sanctions Garantex as Crypto Crackdown on Russia Expands

Japan has added Russian-linked cryptocurrency exchange Garantex to its latest sanctions measures against Russia, expanding international pressure on digital-asset channels associated with Moscow. The measures took effect on October 2, 2026, as Japan added 33 entities and nine individuals to its asset-freeze framework.

The move restricts payments and capital transactions involving designated entities. Japan also introduced separate restrictions involving 35 vessels and expanded export controls targeting goods that could strengthen Russian industrial capabilities.

Garantex Faces Another Sanctions Barrier

Japan’s action adds another layer of restrictions on Garantex after the exchange faced sanctions and enforcement actions from Western authorities.

Reuters reported in March 2025 that Garantex suspended services after Tether blocked wallets holding more than 2.5 billion rubles, then worth about $28 million. The exchange had already been targeted by European Union sanctions over allegations that it helped circumvent restrictions on Russia.

The U.S. Justice Department later said an international operation disrupted Garantex’s infrastructure. Authorities also froze more than $26 million linked to alleged money-laundering activity.

Pressure Moves Across Crypto Markets

Garantex’s sanctions history highlights the growing focus on cryptocurrency exchanges that authorities believe can facilitate sanctions evasion. CoinDesk reported in 2026 that Grinex, a Russia-linked exchange formerly associated with Garantex, had also faced sanctions from the U.S., U.K. and European Union.

Japan’s latest action therefore adds pressure to a crypto ecosystem that has increasingly faced scrutiny over alternative payment channels connected to Russia.

For the broader digital-asset industry, the development reinforces the importance of sanctions screening and transaction monitoring. Exchanges and stablecoin issuers face growing pressure to identify sanctioned entities and prevent restricted funds from moving through crypto networks.
